Facts And Check List For Neighbors On Demolition And Construction Sites...

Alert neighbors can help get dangerous, unpermitted demolition work stopped. 

Below are some facts and check list for neighbors on demolition and construction sites besides the typical posting of permits. 

Prior to any act of demolition: 

  1. When the contractor gets the permit to demolish a property.  They must do a one call into 811 and inform they are demolishing a building. 811 will contact the PA state utility commission to inform of the deconstruction. A representative from each utility company will come out to spray paint yellow, white, green and red to mark each utility line.  If you do not see these markings after the demolition notice is posted you can call 811 to confirm if the contractor did a one call. If they did not do one call prior to 10 days of the job this warrants a 311 call to report the site. 
  2. Contractor must post orange Demotion notice prior to 10 days of the deconstruction of the building. Once that notice is posted they must also inform the four neighboring buildings on either side (left and right) with a letter about the demolition and include a copy of the permit, in addition they must notify the four neighbors behind the property. If this notice is not received within a few days of the demotion posting this warrants a 311 call. 
  3. When any buildings are deconstructed the contractor is required to protect the pedestrians with a fencing, remove parking  and add a pedestrian walkway or chute by obtaining a ROW (Right of way permit) for the duration of demolition.  Also a dumpster to store the debris should be located in the fencing area. Construction equipment vehicles must be parked on construction site, if they are parked on the street they need a ROW to remove the parking spot. 
  4. All permits must be posted on all construction sites.
